Citizen see no evil

Although a regular citizen may at first only hear about bad things happening, when they start happening in their own town or neighborhood, they might look away and pretend everything is fine. After all, they could be next. Perhaps if they don't look, nobody will take notice of them and the bad times will pass. But as we've seen, looking away is no safety net. Many of those who thought they'd be OK were in fact next to be victims.
